Contractualized path of support towards employment and autonomy (Pacea)

Goals

Allow young people with integration difficulties to benefit from support to promote their access to employment.

Beneficiaries

Young people aged 16 to 25 ready to enter into an engagement contract with the representative of a local mission. 

Course details

The contractualized support path is made up of different phases defined by the engagement contract. Each support phase can include:  

- training periods,
- professional situations or periods of simulation in a professional environment,
- specific actions within the framework of social and professional support,
- actions carried out by other organizations likely to contribute to the support.

 

Each phase may vary in duration and intensity and will be subject to evaluation.

 

 

The engagement contract must be concluded at the latest one month after the completion of a preliminary diagnosis. It is signed by the beneficiary and the representative of the local mission on behalf of the State.

He mentioned : 

- the phases of the course, their objectives and their duration,
- the commitments of each party for each phase,
- the allocation of an allowance where applicable, its amount and its estimated duration.

The contract can be modified according to the evaluations or the evolution of the young person's situation.

End of the contract: the engagement contract ends when the autonomy of the young person is considered acquired or when his beneficiary reaches his twenty-sixth birthday or at  at the express request of its beneficiary or in the event of failure by the beneficiary to meet its contractual commitments.

Duration

The employment contract is concluded for a renewable fixed period, without being able to exceed 24 months.

Allocation

An allowance may be granted by the representative of the local mission, on behalf of the State, from the signing of the engagement contract, depending on the situation and needs of the beneficiary during the periods during which the latter does not receive any other income in respect of employment or an internship, nor any other allowance.

 

The payment of the allowance is not automatic, it depends on the allocation envelope made available to the advisers.

 

To determine the amount of the allowance to be paid to the young person, the advisor takes into account the situation

personal data of the person concerned, the state of progress towards his objectives and the actions carried out, and the number of days

during which he did not receive any remuneration or allowances.  

 

The monthly amount of the allowance cannot exceed the monthly amount of the RSA for a single person (after deduction of the 12% corresponding to the benefits in kind provided by housing). The allowance paid to the beneficiary is capped at three times this amount per year.

 

The Pacea allowance cannot be combined with the Youth Guarantee allowance.

 

The allowance is paid monthly and in arrears.
